Your 2nd question actually has 4 questions, so I need to split my answers again, but this time into 5 parts. 🤯😅

Curation Rewards for a vote depend both on current Hive Power (owned HP plus delegations received minus delegations sent out) and the chosen amount of Voting Percentage for the vote. 🤓
When you start your Power Down (which by the way can only be done with the HP you own minus delegations sent out), you get 1/13th of the Hive Power you have chosen for Powering Down per week. 👍
You don't "swap" HP to HIVE, but "power down" HP to (liquid) HIVE. Having HIVE staked as HP, while having benefits, has risks such as those you mentioned (being unable to transfer or sell your HIVE immediately when needed). 😏
While you are Powering Down (or unstaking) your HP, the 1/13th being Powered Down for the week is already unusable (unless you cancel Power Down). However, it can be a good idea to Power Up all your HIVE that you don't immediately need then start a Power Down, but you need to plan ahead. #NotFinancialAdvice 😅
Like my previous answer, you still get the Voting Power (which corresponds to Curation Rewards) and Resource Credits of every 1/13th of your HP selected for Powering Down for 13 weeks that isn't being Powered Down for the current week. 📉
