You say that you are not one of the leaders, maybe due to the decenteralized blockchain features.
That is the ideal, not the reality.
What is the reality ?

You major witnesses are practically leaders of Steem
who are said to discuss Steem future and hardfork policy
not in Steem publicly but in some enclosed space such as discord or slackware ? or somewhere else

before or instead of
showing and discussing such initial or intermediate opinions
in the so-called 'communication' platform Steem.

You practical Steem leaders or major witnesses agreed to down-vote pool and encourage down-vote,
though you are denying that you are not leaders ideally.

Down-vote is evil political solution to technical shortcomings of Steem blockchain,

in my humble opinions.

You may know what is the Steem blockchain's technical shortcomings from the decentralization.

Low performance such as low speed and large memory requirement
may cause witneses' large costs,

and Low performance such as slow response
may result in users' inconveniences and disappointments,

and lack of efficient content control may fail to keep Steem clean from violation of the outside real world laws and regulations such as privacy disclosure, copyright infringement and illegal trafficking of drug , weapon or human, or kid porno or so, and may call the real world powers' intervention and judge's order to disassemble Steem blockchain at the worst case.

I know that we should avoid this kind of problems and situations,
so as to keep and enjoy the many advantages of fair decenteralized communication platform.

But,
technical shortcomings of Low performance of Steem blockchain should be solved by technical solutionn such as more technical upgrade and more efforts of developments, not by introducing stupid and evil political solutions such as down-vote which harms participating users.

Down-vote should be strictly restricted to the illegal contents which may result in outside real world's law decisions to disassemble Steem blockchain.

Previous Steem had also the down-vote problems
but HardFork 21's Introducing down-vote pool officially encourages Down-vote among users
and triggers more frequent down-vote wars between the victims and the man-slaughterers.

Down-vote threatens fundamental rights such as users' right to live in Steem,
writings' fundamental right to exist and to be read in steem,
Freedom of Speech, Right to show both pros and cons (this is the most significant feature of Steem as fair media)

and denies Steem coin's characters as currency such as private property right and liberty of contract
by depriving the reward given by users' contract of the writers and curators

and consume users' emotions and anger unnecessarily in down-vote wars,
and make other users tired of the battles and wars,
and finally expel users from Steem.

Down-vote is
again evil and stupid political solution to the technical shortcomings of Steem.

Technical shortcomings should be overcome by technical efforts,
not by stupid and evil political solutions.

Since Hf21 already introduced down-vote pool and encourages down-vote,
down-vote wars and resistence for survival and freedom are enevitable.

Free will humans will never live as slaves of big whales,
but will fight for freedom and resist forever

until Steem leaders decide to remove down-vote pool and restrict down-vote strictly only to the illegal content.

As practical leader of Steem, I hope that you can understand the situation around down-vote.

Victims of man-slaughterers have the fundamental right to resist persistently for Freedom and Right to Live in Steem.

Nothing is more important than Freedom, Right to Live, Freedom of Speech, Right to show both Pros and cons.

Steem should be changed to respect such fundamental rights.
