Steem is a platform. STEEM is a currency.
STEEM doesn't lose any of its properties as a currency.
It works as designed from the beginning and HF21/22 doesn't change anything relevant to that matter.
For currency operations you use transfer alice bob 10 STEEM or so.
Reward pool allocation is something completely different, and the community according to their shares in the platform ultimately decide about its allocation. That's how Steem works, and that's what votes (both up and down) are for.
Sure, there might be cases of wrong doings or abuse, but that's no different to any other environment / community and due to decentralized nature of the platform it's up to all of us to deal with that.
