What is going on with /cashout?

We used to be able to track every post as it cashed out here: https://steemit.com/cashout.

The new ones are https://steemit.com/payout, and https://steemit.com/payout_comments, if you wanted to know.

However, my spidey math sense went ding ding ding when I noticed that not every comment or post was showing in the feed.

AND, that link not linking isn't helping,...

So, what gives?
