The proposed hardfork 16 has been postponed as further coding and testing is needed to ensure it's stability before it's rolled out across the witness servers that host the STEEMchain.
Initially the plan was to have today, November 16th 2016 the day where all witnesses in agreeance with the proposed changes were to upgrade their software but as of an announcement on the official Steem github from @mvandeburg ( STEEM developer)

What this means is that we're at the very least 8 days or more from seeing hardfork 16 become public and put into action on the STEEM network. Personally I support hardfork 16 and will be rolling it out onto my witness server as soon as a stable version is made available.

Proposed Changes to STEEM Economy
This is a public service message to let STEEM users as well as my fellow witnesses know that we will not be switching to STEEM version 0.0.16 today as initially intended.
