Ben Schwan of Heise
reports that Apple took several VPN apps off their Chinese App Store because they were illegal according to Chinese law / did not have a license of the MiiT*.
VPN's (Virtual Private Networks) allow users to circumvent the strict Chinese censorship laws. ExpressVPN stated on July 29 2017 that all major VPNs have been removed from the iOS store.
