[UPDATED] Plagiarist with multiple $600+ posts, should I remove our vote or just blacklist?

There have been very few cases (two or three cases in 6 months of 500-1000 bids/day) where I have removed @buildawhale vote from an abuser.

It is obvious this user needs to be blacklisted as I have zero tolerance for plagiarism but I also don't feel like the community should have to spend $684 in voting power to counter posts with plagiarism. If it wasn't for a max bid of $50, the post would be quite higher as he was trying to bid $200.

The post in question is:
@msteemian/power-packed-20-minute-workout-routine

He has multiple posts in the $500-$750 range.

The original post has since been changed after being called out.

I am curious how the community thinks this should be handled. I have noticed a significant reduction of spam and abuse using @buildawhale since I have been publicising our blacklist but it doesn't stop them from buying votes elsewhere.

UPDATE: Our votes have been removed, ~$350. There are still a lot of rewards.
