Tips to proceed:-

Select 20 - 30 people to comment on there post
Check there steemPower and there older posts
If they have high steemPower then check there older post and the comments
If they are giving money in comments and they appreciate quality comments then ,
Be regular to comment every single day on the post of these selected people
