"DILLIGAF" was an acronym I was first exposed to while working at a remote US Army post in central Alaska, where winter temperatures frequently drop to 40 below zero (and colder). Combine those temperatures with government bureaucracy, a shortage of single women, and the military's obsession with acronyms, and it's hardly surprising someone working there came up with that... 😀
