La teoría política sobre el fraude en Venezuela

Inicialmente, se creía que la oposición venezolana no estaría a la altura para hacer frente al poder del Estado venezolano, sin embargo, a la luz de los acontecimientos se puede afirmar no ya únicamente que la oposición en Venezuela estuvo a la altura, sino que además ha puesto a la dictadura de rodillas. Actualmente el régimen venezolano pasa por una cuerda floja de la que será difícil salir, y muy probablemente este paso devendrá en la caída de los narcotraficantes que hoy gobiernan Venezuela.

Lo anteriormente dicho no se trata de una mera especulación, sino que es la dirección hacia la que apunta la teoría política, desde sus bases epistemológicas, ideológicas, filosóficas y de sistemas políticos. La teoría sugiere que al chavismo le queda poco tiempo, pero este resultado también dependerá de las acciones que la oposición ejecute a una semana de ocurrido el fraude. Los diversos actores del panorama político venezolano están atentos ante cualquier movimiento del rival para responder en consecuencia y cada acción que ejecuta el chavismo es respondida de manera certera por la oposición, lo cual genera un sinnúmero de escenarios probables, imposibles de predecir con precisión. Es por esto que en este post intentaré dilucidar a partir de la teoría política, el posible desenlace de la controversia venezolana.

Ante todo, es necesario dejar claro que en la teoría política el régimen venezolano se denomina neoautoritario, neototalitario o democracia falsa, es un tipo de gobierno de carácter totalitario o autoritario que aparenta ser democrático y popular, pero que en realidad concentra todas las funciones y poderes públicos en una única persona, un grupo pequeño de personas o en un único partido político. Los neoautoritarismos utilizan herramientas y elementos democráticos para mantener la estabilidad del sistema político (homeóstasis del sistema) como las elecciones, los parlamentos y las leyes; puesto que en pocas ocasiones se dedican al buen gobierno, es decir, no velan por los intereses comunes de la población, sino que utilizan el poder del Estado para privilegiar a una cúpula oligárquica y preservar su estancia en el poder. Sin embargo, aunque utilizan la fachada democrática para aferrarse al poder, también utilizan las herramientas propias del totalitarismo según sea necesario, las cuales suelen ser elementos para infundir terror en la población, ya sean persecuciones, torturas, asesinatos, represiones, entre otros.

A este respecto, Venezuela no es el único ni tampoco el primer país del mundo en el cual se instaura una falsa democracia, esta práctica proviene de las corrientes fascistas y comunistas (esta última en su variante stalinista) del pensamiento, las cuales promueven la concentración del poder en una figura paternalista y mitificada, capaz de velar por el bienestar de todos. La práctica se consolidó en la extinta Unión de Repúblicas Socialistas Soviéticas, la cual desarrolló métodos del terror y la censura que se han visto potenciados con las nuevas tecnologías. Entre los neoautoritarismos más recientes se cuentan los gobiernos de Rusia, Cuba y Bolivia (este último país parece haber entrado en una etapa neoautoritaria este mismo año).

Lo anterior explica por qué Venezuela no es una democracia a pesar de que sus leyes establecen que lo es, ya que la práctica de gobierno genera una realidad formal legal y una realidad ontológica que queda comprobada por los hechos y acontecimientos, por lo tanto, la causa de este fenómeno se explica por la hegemonía de un grupo de poder en todas las instituciones del Estado, así como por la corrupción y el cometimiento de crímenes que fuerzan a la complicidad.

Ahora bien, el principal problema que enfrenta este tipo de gobierno es que no poseen apoyo popular, por lo que deben invertir excesivas cantidades de recursos en mantener su estructura organizacional piramidal, es decir, deben gastar mucho dinero para mantener a las fuerzas del terror contentas para que no traicionen al gobierno, puesto que la carga axiológica de este tipo de organizaciones es sumamente baja e incluso inexistente. En estas circunstancias, la caída de un neoautoritarismo en el mundo es un golpe para todos los otros gobiernos neoautoritarios y autoritarios, es por esta razón que muchos países han brindado su apoyo inmediato al reconocimiento de la victoria de Nicolás Maduro en Venezuela, incluso con cifras tan inverosímiles, sin las actas de votación y sin el mínimo respeto al marco legal vigente en el país.

Por otra parte, los gobiernos neoautoritarios suelen propender a la disfunción del sistema político, es decir, son gobiernos incompetentes para dar solución a los problemas de la población debido al alto grado de corrupción al que propende el aparato burocrático del Estado, por lo que la nación vive en una sociedad cleptocrática (sociedad de ladrones) en la que los poderosos pueden cometer todos los delitos que quieran, mientras el resto de la población debe bajar la cabeza. La disfunción en el sistema político siempre generará respuestas negativas en la población, arriesgando así la estabilidad del sistema. En la teoría sistémica de David Easton, un sistema social cleptocrático genera un sistema político con muchas entradas (inputs), pero pocas o ninguna salida (outputs) y las salidas en lugar de soluciones a los problemas, suelen ser actos represivos para que las demandas de la población cesen.

Por lo tanto, un sistema político disfuncional y sin salidas satisfactorias genera injusticia y tiende a su autodestrucción. Esto había sido anticipado por Karl Marx (padre del comunismo) con su materialismo dialéctico, al establecer que los contrarios (las clases sociales) a lo largo de la historia han luchado por propiciar un cambio en el sistema o por postergarlo, cuando ese cambio ocurre es porque los dominados han logrado derrocar a los dominantes. En el caso venezolano la lucha dialéctica se trata del cambio de un sistema político represivo y criminal a un sistema político responsivo y legítimo, y según Marx esto se logra mediante la resistencia física principalmente, pero también incluye aspectos simbólicos y cognitivos que involucran la conciencia de clase.

Asimismo, la renuencia de la población de Venezuela a reconocer los resultados del 28 de julio está motivando sublevaciones en los cuerpos de seguridad del Estado, el gobierno no tiene suficientes efectivos para someter a la población y por ello recurre a sicarios armados (conocidos como colectivos) que matarán protestantes mientras reciban su pago. Sobre esto, Nicolás Maquiavelo en su obra El Príncipe, nos dice: "Las tropas mercenarias y auxiliares son peligrosas. El príncipe cuyo gobierno descanse en soldados mercenarios no estará nunca seguro ni tranquilo. Este tipo de tropas están desunidas; son ambiciosas, desleales, valientes entre los amigos; no tienen disciplina; no temen a Dios ni poseen buena fe con los hombres... ...Quieren ser sus soldados mientras el príncipe no hace la guerra, pero, cuando la guerra sobreviviene, huyen o piden la baja" (Maquiavelo, 2017, p. 74). La teoría de juegos apoya la premisa de Maquiavelo al anticipar las acciones de los actores en un contexto de cuerda floja como el que atraviesa el chavismo. Según esta teoría la presencia de un dilema del prisionero es muy probable en un contexto de riesgo mutuo, lo que implica que las fuerzas de seguridad traicionarán a Maduro antes de que Maduro los traicione a ellos.

Finalmente, la teoría parece apuntar, si no a la caída del chavismo, sí a que se encuentra en un estado de debilidad muy delicado sobre el cual la oposición ha ejecutado una estrategia que ha rendido algunos frutos. Es difícil dilucidar cuál será la estrategia completa de la oposición, pero lo que sí es seguro es que, ante la posibilidad de un dilema del prisionero a las puertas, la oposición debe buscar generar una amenaza a la integridad física del chavismo que sea tangible, y esto sólo es posible a través del apoyo internacional. Atendiendo a esta condición podrían darse 4 escenarios:

La amenaza de un país extranjero al régimen venezolano, que haga que muchos elementos del gobierno huyan o traicionen a los altos mandos (poco probable).
La amenaza de un ente supranacional (como la ONU) al régimen venezolano, que haga que muchos elementos del gobierno huyan o traicionen a los altos mandos (poco probable).
La amenaza de un grupo mercenario (como Blackwater) al régimen venezolano, que haga que muchos elementos del gobierno huyan o traicionen a los altos mandos (muy probable).
La escalada del conflicto interno del chavismo, que conlleve una guerra civil en varios estados del país (muy probable).

De esta manera, sea cual sea el desenlace final del proceso venezolano, el objetivo de la oposición en este momento es claro: generar la mayor presión posible sobre el chavismo, incluso si eso implica amenazarlos de muerte.

The political theory about fraud in Venezuela

Initially, it was believed that the Venezuelan opposition would not be up to the task of confronting the power of the Venezuelan State, however, in light of events it can be affirmed not only that the Venezuelan opposition was up to the task, but also that it has brought the dictatorship to its knees. Currently, the Venezuelan regime is walking a tightrope from which it will be difficult to get out, and most probably this step will lead to the fall of the drug traffickers who rule Venezuela today.

The above is not mere speculation, but is the direction towards which political theory points, from its epistemological, ideological, philosophical and political systems bases. The theory suggests that Chavismo has little time left, but this result will also depend on the actions that the opposition takes a week after the fraud occurred. The different actors of the Venezuelan political scene are attentive to any movement of the opposition to respond accordingly, and every action taken by Chavismo is answered with certainty by the opposition, which generates a number of probable scenarios, impossible to predict with precision. That is why in this post I will try to elucidate from political theory, the possible outcome of the Venezuelan controversy.

First of all, it is necessary to make clear that in political theory the Venezuelan regime is called neo-authoritarian, neo-totalitarian or false democracy, it is a type of government of totalitarian or authoritarian character that appears to be democratic and popular, but in reality concentrates all public functions and powers in a single person, a small group of people or in a single political party. Neo-authoritarianisms use democratic tools and elements to maintain the stability of the political system (homeostasis of the system) such as elections, parliaments and laws; since they rarely engage in good governance, i.e., they do not look after the common interests of the population, but use the power of the State to privilege an oligarchic elite and preserve their stay in power. However, although they use the democratic facade to cling to power, they also use the tools of totalitarianism as needed, which are usually elements to instill terror in the population, whether persecution, torture, murder, repression, among others.

In this regard, Venezuela is neither the only nor the first country in the world in which a false democracy is established, this practice comes from the fascist and communist currents (the latter in its Stalinist variant) of thought, which promote the concentration of power in a paternalistic and mythologized figure, capable of looking after the welfare of all. The practice was consolidated in the former Union of Soviet Socialist Republics, which developed methods of terror and censorship that have been enhanced by new technologies. Among the most recent neo-authoritarianisms are the governments of Russia, Cuba and Bolivia (the latter country seems to have entered a neo-authoritarian stage this year).

The above explains why Venezuela is not a democracy even though its laws state that it is, since the practice of government generates a formal legal reality and an ontological reality that is proven by facts and events, therefore, the cause of this phenomenon is explained by the hegemony of a power group in all state institutions, as well as by corruption and the commission of crimes that force complicity.

Now, the main problem faced by this type of government is that they do not have popular support, so they must invest excessive amounts of resources in maintaining their pyramidal organizational structure, that is, they must spend a lot of money to keep the forces of terror happy so that they do not betray the government, since the axiological load of this type of organizations is extremely low and even nonexistent. In these circumstances, the fall of a neo-authoritarianism in the world is a blow to all other neo-authoritarian and authoritarian governments, it is for this reason that many countries have given their immediate support to the recognition of the victory of Nicolás Maduro in Venezuela, even with such implausible figures, without the voting records and without the minimum respect to the legal framework in force in the country.

On the other hand, neo-authoritarian governments are usually prone to the dysfunction of the political system, that is, they are incompetent governments to provide solutions to the problems of the population due to the high degree of corruption to which the bureaucratic apparatus of the State is prone, so that the nation lives in a kleptocratic society (society of thieves) in which the powerful can commit all the crimes they want, while the rest of the population must lower their heads. Dysfunction in the political system will always generate negative responses in the population, thus risking the stability of the system. In David Easton's systemic theory, a kleptocratic social system generates a political system with many inputs, but few or no outputs, and the outputs, instead of solutions to the problems, are usually repressive acts to stop the demands of the population.

Therefore, a dysfunctional political system without satisfactory solutions generates injustice and tends to self-destruct. This had been anticipated by Karl Marx (father of communism) with his dialectical materialism, when he established that the opposites (social classes) throughout history have struggled to bring about a change in the system or to postpone it, when that change occurs it is because the dominated have managed to overthrow the dominant. In the Venezuelan case the dialectical struggle is about the change from a repressive and criminal political system to a responsive and legitimate political system, and according to Marx this is achieved mainly through physical resistance, but also includes symbolic and cognitive aspects that involve class consciousness.

Likewise, the reluctance of the Venezuelan population to recognize the results of July 28 is motivating uprisings in the State security forces, the government does not have enough troops to subdue the population and therefore resorts to armed hired killers (known as colectivos) who will kill protesters as long as they receive their payment. About this, Niccolo Machiavelli, in his work The Prince, tells us: "Mercenary and auxiliary troops are dangerous. The prince whose government rests on mercenary soldiers will never be secure or at ease. Such troops are disunited; they are ambitious, disloyal, brave among friends; they have no discipline; they neither fear God nor possess good faith with men.... ...They want to be his soldiers while the prince does not wage war, but, when the war survives, they flee or ask to be discharged" (Machiavelli, 2017, p. 74). Game Theory supports Machiavelli's premise by anticipating the actions of the actors in a tightrope context such as the one Chavismo is going through. According to this theory the presence of a prisoner's dilemma is very likely in a context of mutual risk, which implies that the security forces will betray Maduro before Maduro betrays them.

Finally, the theory seems to point, if not to the fall of Chavismo, then to the fact that it is in a very delicate state of weakness on which the opposition has executed a strategy that has yielded some results. It is difficult to elucidate what the complete strategy of the opposition will be, but what is certain is that, given the possibility of a prisoner's dilemma at the gates, the opposition must seek to generate a tangible threat to the physical integrity of Chavismo, and this is only possible through international support. Considering this condition, there could be 4 scenarios:

The threat of a foreign country to the Venezuelan regime, causing many elements of the government to flee or betray the high command (unlikely).
The threat of a supranational entity (like the UN) to the Venezuelan regime, causing many elements of the government to flee or betray the high command (unlikely).
The threat of a mercenary group (like Blackwater) to the Venezuelan regime, causing many elements of the government to flee or betray the high command (very likely).
The escalation of the internal conflict within Chavismo, leading to civil war in several states of the country (very likely).

Thus, whatever the final outcome of the Venezuelan process, the objective of the opposition at this moment is clear: to generate as much pressure as possible on Chavismo, even if it means threatening them with death.
