Our (witnesses) discussions are taking place using various communication channels including on-chain, but also off-chain, both public and private, such as channels on Steem.Chat or video calls or even meeting in person. But that's irrelevant as always proposed changes are announced publicly.
You practical Steem leaders or major witnesses agreed to down-vote pool and encourage down-vote, though you are denying that you are not leaders ideally.
Witnesses are servants of the platform, chosen by stakeholders, so actual decision making is always in the hands of stakeholders by voting on witnesses accordingly.

It's nothing political in here. It's just a tool for adjusting share in reward pool, well described in initial whitepaper.
What was improved recently is a separate pool to reduce huge disproportion between positive/negative assignment of shares (getting rid of extra penalty for sacrificed upvote rewards)

Down-vote should be strictly restricted to the illegal contents which may result in outside real world's law decisions to disassemble Steem blockchain.
No, that's not related to downvotes at all. Illegal contents should be handled by front ends, i.e. place where such content is about to displayed, depending on jurisdictions etc. at the sole discretion of service provider.
Please keep in mind that all visibility features are specific to particular front-end. There are front ends that don't take into account reputation or even negative rshares assigned to content.

Freedom of Speech, Right to show both pros and cons (this is the most significant feature of Steem as fair media)

I 100% agree that censorship resistance is very important feature and it's working. Nobody can stop you from publishing on Steem blockchain.
That doesn't mean that there's a guarantee of getting rewards for every content, and that's what votes (up and down) are for, to reach a consensus on which content should be rewarded and which not.
It's all to protect our common, precious resource: Rewards Pool.
Before time of payout those are potential rewards so no property is taken away at any point.

Well, I disagree on that. Downvotes are part of the system since genesis block and has nothing to do with "technical shortcomings" at all.

That's the point. Thanks to Steem you have freedom to write anything you want and that will be stored on the blockchain forever.
Downvotes don't and can't affect that in any way.
Downvotes affect only potential payouts.
Payouts however, are not about freedom, payouts are about money.
