Because that fund comes from taxes, the more taxes you pay the more you have to say when it comes to how that part of city funds are going to be spent.
If you want to give your own currency to an artist, you are free to do so.
However, you need to respect the way how city funds are allocated, it's our common wealth but how it's allocated depends on how much we are giving in our taxes to the town.
