It is a difficult thing to get a decent picture of a flag billowing in the breeze, especially when your camera isn't quite up to the job! (It was the best camera I could afford at the time, and is now a training camera for my daughter.)
Anyway, this flag is in Spokane, Washington, where I spent two months in the fall of 2016.
