It gave me some points to think about again, though my general idea is not changed.

You didn't mention about my opinions that

"DownVote denies Steem coin's characters as currency such as private property right and liberty of contract

by depriving the reward given by users' contract of the writers and curators"

Do you think that Steem can be considered as currency to outsiders
when rich bully can rob and throw away rewards which curators gave to poor writers
and such crime can be justified by throwing the bully's corresponding amount of money together,

That was the case even before HF21 free-down-vote-pool,
and now with HF21 down-vote-pool, the rich bully need not throw away his own moneny to down-vote others' contract.

And repeated such down-voting can kill eventually the writer's existence in Steem.

Steem cannot be considered as currency even without down-vote pool.

Now with HF21 down-vote pool, Steem is never close to currency.

You say that it is front end UI such as Steemit, not Steem block chain,
but it is Steem's down-voting feature which denies the private property right and liberty of contract.
Steem itself take the rewards away by rich bullys' down-vote not Steemit or other front end UI,

For Steem to be considered as currency from outsiders,
Down-vote itself should be removed, or applied very strictly only when the content is illegal and may call outside real world court order to disassemble Steem blockchain,

In current Steem, even careless bots are widely used for down-voting humans, and Steem is Human-killing-field by Robots.

With down-voting, Steem cannot be peaceful place, but inevitably killing field and battle field and only man-slaughtering whales remain expelling all other users in the long run.
