I'm so sorry for the late reply, I only noticed your messages now.
So you don't need to upvote people, it will do it for you, it only activates when you don't upvote people at all (your VP will reach 100% then it activates)
It will do the same for you, when people are idle, it will vote you
Its possible that it ignored you if someone has been consistently downvoting you, I've reset that part so if that was the case, it will retry.
If you are constantly getting downvoted by someone, just make a new account and use that 😅
